The "Observers’ Manual" was developed under "Monitoring the European Elections 2014", carried out in partnership with the Foundation for European Progressive Studies /FEPS/.

The manual includes: principles of independent monitoring, rights of observers, elements of electoral observation, system and organization for reporting complaints, necessary contacts for the observer on the Election Day.
